What to do with a tiff grass golf green in the winter?

I assume you are talking about TifEagle bermuda grass – depending what climate you are in you can overseed with Rye/Poa blend but it will take longer in the spring for Bermuda to come back in unless you are in a very hot climate. The other option is to leave dormant and use Green turf paint

what is under the greens on a golf course other than dirt?

depends where in world u r. here most now that are built are sand based greens with drainage pipes underneath for extra drainage. then a mixture of sand and topsoil. u will find u get the best greens are seeded rather than turfed. than again depends on grass strains u use. dependin on climate and water levels u get.
